NFL Test: do you know that the palpably penalty is?
I took some heat for not know that in some dual meets they simply alternate choice of up and down between teams(a son went from Ikwf to ihsa this year)...I was wondering if those know it alls had ever heard of this penalty?
In 1989, the NFL fined Buddy Ryan (for purposely putting extra players on the field) and came up with a penalty known as the “palpably unfair act” to cover such egregious actions and others like it, such as a player coming off the sideline to make a tackle. Under the terms of a palpably unfair act, the officials have discretion over what the penalty can be, up to and including awarding a touchdown.
I don't know if its ever been enforced.
It would be interesting to see how refs would handle stalling in wrestling with this penalty power...
