IKWF New Age Rule?

If the information on the forum is correct, all the IKWF is saying is that a wrestler gets one shot at competing as an eighth grader regardless of his age, whether that age be 13, 14, or 15. Apparently there must be a perception among some in the IKWF that this is a problem. I had heard that several kids had been held back as eighth graders and some probably thought that the holdbacks were gaming the system.
